We learned that the most important civic responsibility is to vote. But we know that too many people just don't vote. In Lee County, for example, the voter turnout for presidential elections has dropped from around 83% in 1980 to 69% in 2012. Voter turnout for gubernatorial elections (mid-term elections) has dropped from around 68% in 1986 to less than 54% in 2010. Ironically, as we have expanded the access to voting -- the Fifteenth Amendment (1870) gave blacks the right to vote, the Nineteenth Amendment (1920) gave women the right to vote, the Twenty-Sixth Amendment (1971) gave everyone at least 18 years old the right to vote -- a smaller percentage of eligible voters actually vote. Why?
