Role: DHS, Director of Immigration and Customs Enforcement

Exercise Stage 1: Complete Stage 1 of the Interagency Exercise to draft an agency internal directive. This is an individual assignment. You should write an agency specific internal directive coming from the agency you selected to that organization's workforce. As the name suggests, an Internal Directive is used to direct action only within a specific organization (i.e. DoD, DHS, HHS, etc.)

Your Internal Directive should advise all members of your agency the individual roles in supporting US border security and related issues (ie human trafficking, drug smuggling etc). This will require research on your part to identify and understand your agency's roles and responsibilities relative to border security. There are already many interagency programs and task forces that exist to provide an integrated response to many of these issues. Consider researching current efforts in foreign policy, border intelligence, and migrant housing and childcare.

There are many agency Internal Directives online so you should have a good idea of format and content. Be sure to consider the following information:

• Identify the SUBJECT of your Directive. This will obviously be a statement related to your organization's role in contributing to security and safety at the southern border.
• Provide a little background on the situation (It is already identified for you in the interagency exercise).
• Identify the parameters of the the options to be considered (including use of the military).
• Identify who (or what departments) in your organization are responsible for what actions for support to US southern border. (e.g. If it is DoD you are most likely to use the National Guard, but could also employ Defense Intelligence Agency, National Geospatial Intelligence Agency, USSOUTHCOM, USNORTHCOM, Special Operations Forces (Within SOUTHCOM), etc.)
• Identify what you want those organizations within your agency (or Department) to do (e.g. Conduct an internal review to determine costs to deploy assets to ensure security on the US southern border.....)
