QUESTION 1: During this week you were exposed to another of the foundational sections of emergency management; recovery. From all of the information presented, what peaked your interest? What did you find intriguing in this area, especially as it pertains to what is going on around us today?
QUESTION 2: Because the United States is historically and culturally a nation grown from strong immigrant roots, the modern social and political debate has spawned a multiplicity of strongly held and fervently expressed opinions. These opinions represent a number of countervailing positions, including the following:
Position 1: The borders should be sealed to the greatest extent possible to stem the flow of unauthorized immigrants, with the use of military assets if necessary. Unauthorized immigrants residing in the United States should be identified, taken into custody, and deported to their home countries.
Position 2: The United States must establish moderate but effective procedures to focus only on illicit immigration and immigration from regions that potentially give refuge to terrorists. There were 10.7 million (est) unauthorized immigrants residing in the United States in 2016. The U.S. must establish reasonable amnesty procedures to integrate into mainstream society unauthorized immigrants residing in the United States as of a specified cutoff date.
Research has shown that, in the past, bona fide terrorists tended to enter the United States using legal documents, such as temporary student or visitor visas, and then simply violated the terms of their entry documents. Research also shows that the immigration-related dimension of homeland security is also an immigration enforcement problem and not exclusively a border security problem. Nevertheless, plausible scenarios project that determined extremists can conceivably enter the United States with the assistance of transnational organized crime's extensive and efficient human-trafficking networks.
Of note, three agencies within DHS are now responsible for border control and security. They are Citizenship and Immigration Services (USCIS), Immigration and Customs Enforcement (ICE), and Customs and Border Protection (CBP). Within the context of homeland security, in many aspects, they are responsible for "hardening the border" against plausible security threats, such as those mentioned above.
