The U.S. Congress enacted legislation in 2005 authorizing Block Grants to cities as part of an Anti-Crime initiative. The grant monies are to be used to hire additional police officers for conducting beat patrols in high crime areas. As part of the determination for how much money to grant, nine cities in New Jersey were part of a pilot program to hire the additional officers. The Justice Department supplied the following results:

Philadelphia is considering a grant application. The Mayor has asked your office to analyze the data and determine what would be a statistically significant amount to request for the hiring of 6 officers.

In your analysis you need to include:

An assumption of an α = 0.05

Scatter plot of the data

Linear Regression plot

Discussion of how well the data fits the regression model

A plot of the residuals and discussion if there is Hetroscedasticity or Homoscedasticity

A prediction of the grant amount to hire 6 officers

Interpret the results of your regression hypothesis test.
