You supervise 23 people, and the strain has been wearing you down ... Your Boss sees your situation clearly and locates enough funds to allow you to hire an assistant manager. Excited and relieved, you post the job with the assumption that your problems are over. In fact, your problems are just beginning. Only two people who apply for the job are qualified:
Inside Candidate - Agnes, 54 years old, long time employee, very knowledgeable about the practices of the department. Meets minimum qualifications for education and training. Shows adequate communication skills. Never worked anywhere else.
Outside Candidate - Leslie, 28 years old, good work experience, tremendous technical skills, possesses exactly the training and technical knowledge that you believe is necessary to assist you in changing the culture and direction of the department. Has worked in a similar office at a larger agency. ... I almost forgot - Leslie is the oldest child of your next door neighbor and longtime friend.
Things to include in your response: You can ding (eliminate) an applicant by (i) providing a written test (ii) give an excel assignment to see who is capable of balancing the budget (iii) develop a questionnaire that answers a category ( experience 30%, education 30%, problem-solving 20% communication 20%)
Most important: Recuse yourself from the hiring process by hiring/setting up a diverse committee and allow them to make the decision of who should get the job.
