The Community Health Clinic (CHC) affiliated with the hospital provides free primary healthcare services to the community. The CHC is supported by the hospital foundation and for many years managed by the hospital. The number of patients served and the negative financial impact to the hospital has prompted the CEO and CFO to move the clinic to ambulatory services. The CFO states, “ambulatory services is better equipped to identify opportunities and run a more efficient operation”. You have been selected as the manager to “save the CHC”. This is a mission driven clinic, but the CEO has stated no money, no mission. The first step you take is reviewing the financial reports. You note that staffing costs are high and patient volume is low. You also note expenses higher than expected in relation to volume. Patients served do not have insurance and are charged on a sliding fee schedule. The budget has not changed over the past several years, technology is not embraced, and the clinic has not taken advantage of legislative opportunities.
