The priorities to increase utilization of services would be to find organizations with a need for those services and show them how the MDS can help. The first part of the public relations strategy would be to draft and disseminate statewide, intra-governmental materials about the MDS. This would be done via e-mails, memorandums and physical pamphlets. Secondarily, there should be an initiative whereby members of the MDS would travel to other offices to present their services and accomplishments face-to-face. There are many advantages to in-person exchanges, such as building stronger relationships, learning more specifically what a customer may want, and easier ways to demonstrate more complex functions. However, physical travel and compiling hard copies of information would require a significant outlay of funds and the attention of highly trained subject matter experts to draft the pamphlets and presentations. Given the specific nature of this effort, responsibility would rest with the MDS leadership and employees themselves.
