There are local sheriffs and rules that each town makes which demonstrates an overall effective control over the whole territory. Additionally, while it's not a requirement, the State of Anarchy is a recognized state and member state in the UN. This demonstrates other states' belief in being able to engage in diplomatic relations with the State of Anarchy, which satisfies the Montevideo Convention criteria. Overall, I think it's important to note that there are different types of government that can be used by a state to maintain order. The State of Anarchy found that a decentralized government with local sheriffs and towns making their own laws is the best way to maintain order, and it has been shown through the international recognition, prosperity, and sovereignty of the state.
