Problem 1. A newly elected city council member with an MBA has been researching ways to raise much needed funding for city operations. He has been openly critical of the city's conservative approach to investing its surplus/fund balance monies claiming "we could be bringing in a lot more investment revenue". He has recently read an article about governments investing in "derivatives" and is urging the city to invest in these instruments.
