For this assignment you will write the occurrences method that computes the number of times a target value occurs in a 2-dimensional array.

The method takes as its first argument a double and as its second argument a 2-dimensional array of doubles.

The method returns an integer with the number of times the first double argument appears in the second argument 2-dimensional array.

Assume that the 2-dimensional array will be of a size NxM (N 'rows' by M 'columns') so each row's columns are of equal length, but not necessarily a perfectly square (NxN) 2-dimensional array.

Example:

Suppose the first argument is: 3.3

Suppose the second argument is:

1.2 5.5 3.3
3.3 3.4 7.7
8.2 9.3 4.1
3.4 2.2 3.3

Output will be: 3
