Two managers talk about their company's organizational structure:

1.  One says: "The main reason for having an organizational structure is so that everyone knows who has authority over whom"
2.  The other says: "The main reason for having an organizational structure is so that everyone knows how functions are allocated and coordinated"

Questions:

1.  Which one of these two ways usually best represents an organizational structure?
