Question

First National Bank certified Smith's check in the amount of $29. After certification, Smith altered the check so that it read $2,900. He presented the check to a merchant in payment for goods. The merchant then submitted the check to the bank for payment. The bank refused, saying it had certified the instrument for only $29. Can the merchant recover the $2,900 from the bank?
