Enron's revised code of ethics states that "As officers and employees of Enron Corp., its subsidiaries, and its affiliated companies, we are responsible for conducting the business affairs of the companies in accordance with all applicable laws and in a moral and honest manner". Therefore, the lower executives of Enron had a moral obligation to report the questionable practices by the firm's leadership.

The code also has a clause that tells that employee shall not conduct themselves directly or indirectly in a manner in a manner, which would bring to the employee financial gain detrimental results.
