Sam is the project manager of a team and has scheduled a meeting with the team to discuss and develop a quality plan. During the meeting, Tom, a project team member, states that the quality plan is not necessary and that Sam should just develop the plan on his own because the purpose of the plan is to monitor the quality of the project manager's work.
