As a FireFighter Incident Comannder please explain research, IAP development, and mitigation tactics for the following HAZMAT incident. Also include research on how you can decontaminate exposed individuals. Please include all pertinent information (may or may not be provided) as well as YOUR incident Command bracket. You have unlimited resources (to a point).

Scenario:

You are dispatched to a residential home in a lower income area of town with a known street drug problem for report of a unknown situation. Upon your arrival you are met by the police Captain who informs you that they have a HAZMAT incident. The Police Captain advises that he has one officer that is deceased and three more that are presenting with abnormal signs of exposure. He also has three suspects that are also experiencing the same signs of exposure. The Police captain describes signs such as pin point pupils, an altered level of consciousness, reduced respiratory effort, a slow heart rate and keep passing out.

As you begin to set up your incident command bracket, you learn that one male suspect returned to the resident and was detained by police. The officer who detained the individual advises that he is worried he may get sick and advised that all the suspects had packaging in their position, which was stolen prescription pills from around town. The suspect states that he left to get food approx. 20 min ago and returned to find the current scene. The individual did state that a majority of the pills where white and had WPI 3571 and WPI 3574 on them.
