1. You are a community worker at City of Whittlesea Council and you are meeting with a group of people from the local community of the township of Whittlesea for the first time.

The community have raised a number of concerns about a proposal for a low security youth correctional facility being built in their peaceful rural area.

Some of their concerns include:

- safety of the community in general

- noise and disruption

- environmental impact

After listening to their concerns,a senior community member stands up and says "What's the point of this - we are all wasting our time - you won't do anything about this - you don't even live here so what would you care?"

Explain how you would respond to this.

2. Some community members belong to a local group called, "The Bird Watch of Whittlesea - BWW".

They are extremely concerned that the site proposed for the youth correctional facility is the known habitat of a very rare bird species. They have no doubt that if the birds' nests were disturbed with the building of the centre, they would be eradicated from the area and this could have significant impact on the species.

You know absolutely nothing about birds, let alone different species and you were certainly not expecting this issue to come up.

Explain how would you deal with this issue, given your lack of knowledge on the topic.

3. You have noticed that among the community members, there are a few outspoken individuals, including the BWW group. You also noticed a number of women who seem to be genuinely concerned about their safety when the centre is opened.

According to your observations and their comments, this issue of safety is a major concern for the community that needs to be addressed.

The women who attended the meeting, have indicated that they are not willing to participate in further actions because the men in the group are too domineering.

You have also become aware that there are some young families living in this community, that are concerned for the safety of their children but could not attend the meeting because of child care issues and/or work commitments.

a) List at least 5 general issues raised by the various groups.

b) Each issue to explain how these issues could prevent moving the community's concerns into the public arena.

c) Each issue to explain how these issues could be addressed.
