Health care reform was one of the major platforms of the Clinton campaign in 1992 and one of the top priorities of his new administration in 1993. One of the polls taken after President Clinton's inauguration indicated that 273 of 521 registered voters believed that health care reform should be the leading priority of the new president.

a. What are the appropriate null and alternative hypothesis to test whether these data support the hypothesis that a majority of voters believe that health care reform is the leading priority?
b. When the data are analyzed using a statistical software package, the following results are obtained:
