A job training program in Kenya provides classroom lessons as well as practical training in various trades to unemployed youths in order to help them find a job. The program is implemented by an NGO, and provided at no cost. Researchers in Berkeley want to evaluate the efficacy of the program. In particular, the researchers are interested in investigating the chances of successfully landing a job due to job training. They partner with the local NGO in Kenya to carry out their evaluation.

Scenario: As an alternative strategy, the researchers randomize the 200 interested participants into treatment and control (100 Treatment, 100 control). Now they compare labor market outcomes between the two groups.

Even though participants had initially expressed interest in the program, suppose a third of the youth eventually opt out of the program from each group.
