You will also be the incident command in charge of response to any terrorist attack that may occur during the conference.

Because you are well aware of the terrorist attacks that other cities have experienced, you know that your tasks are of the utmost importance. As requested by the deputy mayor you are preparing a memo about 1200 words that sketches out your provisional ideas on the following questions:

• Based on lessons learned in related experiences, how should the security planning process be organized? What stakeholders should be engaged- and how? What major issues will the city face in developing workable plans and in assembling the resource necessary to make the plans operational?
• How would you organize and lead the crisis response if during the conference there were a terrorist attack? Consider both (1) hit-and-run, commando-style shooting at multiple venues outside the conference site and (2) a prolonged, multi-day hostage taking inside the conference center.

Please make sure that you clearly address each of these elements of the assignment in roughly similar proportions of your memo. In preparing your memo, you will need to seek insight from and apply the theoretical ideas about emergency planning and crisis response that we have studied throughout the course. You will want to draw on a number of examples from the readings and cases we have studied to illustrate or reinforce your points.
