Safe T cigarettes claim that their product has "low tar." Government standards are that this claim is invalid if there are more than 13.5mg tar per cigarette. A sample of five Safe T cigarettes gives 14.0, 13.7, 13.9, 13.8, and 14.1 mg of tar. Is there sufficient evidence at the alpha=0.05 significance level for the government to take action against safe T cigarettes?

My initial thought is:
Ho: mean > 13.5
Ha: mean <= 13.5

Not sure which test statistic to use.
