Justice Thompson dissented in the Supreme Court's opinion in Cherokee Nation v. Georgia stating that as long as a state maintains its self-government, and its sovereign and independent administrative authority, it retains its sovereignty. A weak state (Cherokee) does not cease to be sovereign merely by placing itself under the protection of a more powerful state (U.S.). Is the Cherokee tribe "sovereign" according to Thompson's "test"?
