On March 10, 2020 Massachusetts Gov. Charlie Baker declared a state of emergency due to the coronavirus pandemic. In subsequent weeks, small businesses fought for survival as non-essential businesses were ordered to close their physical workplaces and facilities to workers, customers, and the public. One and a half years later, downtown small businesses are still struggling as many large employers continue to allow employees-the very people downtown retailers and restaurants rely on for business-to work from home.

Assume your cafe is one of these downtown small businesses. Your sales are down 40% compared to pre-pandemic levels. Some of your customers that used to be "regulars" only commute downtown for work 1-2 days per week; others work entirely from home. Whether these changes in work patterns are temporary or permanent, that's for you to decide.
