o There must be full, top-down management commitment, support and understanding of the TOM philosophy

o It is important to get work systems and processes right

o Involvement of the whole workforce is necessary and this is done through teams

o Customer needs are identified and met

o Problems and issues are promptly identified and adjustments are made accordingly
