To begin with, Mac Donald asserts her first claim that the concern surrounding American police departments is what causes the ongoing chaos. As her grounds, she says that this disarray is accompanied by broadcasts blaming the police particularly for being not only a menace, but the largest menace for black males because of what people see as the police's excessive and aggressive actions since the previous summer. Plus, the majority of cases in which black people are shot by police stimulate enraged demonstrations regardless of how dire the conduct inducing the shooting is.

She assumes that people would understand her warrant, which is that if people are furious about how black males are treated by the police and this shows on broadcasts, then this creates a lot of havoc beyond what there already was. Opinionated comments and broadcasts spark controversy as it is, but racism, which people claim is present, is a very triggering factor. Notice how up to this point (claim, grounds, warrant) Williams' connects each component of the Toulmin method. In other words, each component builds off of the previous one.
