The evidence that Iraq was producing or seeking to produce weapons of mass destruction came from U.S. intelligence reports. U.S. weapons inspections were conducted after the Gulf War, which revealed WMD biological programs and the existence of chemical weapons. After the Gulf War, the United Nations passed Resolution 687, which called for the disable and destroy these weapons, along with allowing for UN inspections to take place as verification. Iraq broke international laws by blocking and obstructing the inspections, and defying several resolutions made by the United Nations Security Council including Resolution 687. These repetitive offenses led to growing mistrust internationally. In regard to international intervention, there was discourse surrounding whether it was the correct thing to do at the moment.
The United States and Britain believed that military action was necessary for international security, as they saw Iraq's negligence and violations as a global threat, while other countries such as France countered them by insisting that diplomacy and continuous inspections would be more beneficial than calling for immediate war. The act of using force ended up not being authorized by the UN Security Council. Before military force was used, final chances were given. Sanctions were set in Iraq and Resolution 1441, which stated a final opportunity for Iraq to obey by what was asked of them. It warned that grave consequences would ensue, but never directly stated military force. In the end, the United States led an invasion with Britain in 2003. After the invasion in 2003, the United States reported that there were no longer active WMD programs, but it was understood that Iraq had the information and knowledge to be able to continue them in the future.
