The Healthcare policymaking process is complex, with multiple phases to go through before becoming a law. Formulation and implementation phases vital parts of the policymaking process but are porous between the two phases. The modification phase is where the formulation and implementation phases can be polished and ready for authoritative decisions.
The formulation phase is the agenda-setting and development of legislation. "Policy formulation incorporates activities associated with setting the policy agenda and, subsequently, with the development of legislation driven by that agenda." (Longest & Huber, 2010). It is finding the agenda and preparing a formulation. I am following the process of H.R. 3742: Vaccine Info Act. This bill/law is to provide pertinent and accurate information to staff that works within nursing facilities. GovTrack does not show the whole process of policy formulation. However, the agenda of this bill is to provide accurate information on vaccines that healthcare workers need to while working with the public. It does not state for a specific vaccine; it's an umbrella for all vaccines. The Development of Legislation is the next step in policymaking; this process is described as a "window of opportunity." (Longest, 2016). Not all formulations make it past this stage of the process.
The implementation phase, "The implementation phase of public policymaking involves managing human, financial, and other resources in ways that make the goals and objectives embodied in enacted legislation achievable by those responsible for its implementation." (Sadler, 2021). The Legislators rely on the implementors to push the bill/law forward or "bring it to life" (Longest, 2016). This process can be complex or straightforward due to relying on individuals to push the policy forward; the need for one to believe in what they are trying to make law can be beneficial.
Modification phase, this phase can be utilized during both formulation and implementation phases. This phase is necessary to inform the policy by adding or taking away items that are not needed to get the policy moving forward. The modification phase is helpful because "perfection eludes policymakers in the formulation and implementation phases." (Longest, 2016). The modification phase polishes the policy to make it presentable to move forward to become law possibly.
In conclusion, healthcare policymaking is very complex, and every policy does not always become law or even make it out of these three phases.
