It is true that PR is important. PR is how the community views a company and the relationship between the two. PR is vital to any company and is even more important than advertisements. However, There is something else that is even more vital. What is even more vital is internal employee relations. If the employees have a good relationship with the company and the leader of the organization, the company will thrive no matter what. If employees know that they are loved, appreciated and are taken cared of, they will give 110%! 

PR is vital, but what is more vital is internal employee relationships. A company can have great PR, but if there is a toxic company culture because there is not a good employee relationship, customers will not return. If a company has a great culture and internal employee relationship, the PR will come eventually and customers will return.
