Governments often use public lands, resources, and policies (e.g. tax policy) to help some people to succeed economically, arguing that doing so helps to stimulate the overall economy. [For instance, taxes on cheap imports increases their cost to the consumer, while protecting American jobs to produce higher cost versions of the same item. This helps manufacturers of those items and those who work those jobs, while adding a cost to the consumer]. Is this a proper use of governmental resources? Explain your perspective.
