That succinct and clear overview of HSEEP is quite good. I agree that good disaster preparedness depends critically on the iterative planning, execution, analysis, and improvement process. Still, I would contend that "the processes for organizing, carrying out, reviewing exercises or training, and planning improvements are all identical" oversimplifies the matter. Although the basic ideas are the same, the particular method and degree of detail incorporated in every stage should be modified to the type of exercise being done and the audience that is the target. A tabletop exercise and a full-scale field exercise should be compared with regard for how the evaluation process might be somewhat different. Given their present roles and responsibilities, would it be reasonable to apply the same evaluation criteria to every one of the involved companies? How might the Federal Emergency Management Agency (FEMA) ensure that "lessons learned" are efficiently shared and included into upcoming training and preparation?
