Write a function gen_code_table(symb_cnt_table, offset)that generates and returns a code table for a given symbol count table, with the specified offset.
Offset is another word for key.
The parameters to this function are as follows:
symb_cnt_table is a list of integers, one for each letter in the alphabet from a to z, specifying the number of symbols to generate for the corresponding letter.
offset is an integer specifying the index in symb_cnt_tableof the letter that is allocated the symbol 0.
Your gen_code_table function should return a code table. This is a list of lists, where each sublist contains the symbols assigned to the corresponding count in symb_cnt_table.
The symbols in each sublist are in increasing order, and the first symbol at the list corresponding to the offset starts from 0.
Assumptions:
You can assume that symb_cnt_table is a list of 26 integer counts, each count .
You can assume that offset is an integer , and the length of symb_cnt_tablet.
