What is the relationship between the law and ethical behavior? Can a behavior be ethical but illegal at the same time and vice versa? 

Let's use a company like "Juul" (E cigarette) for example: legally they can sell a nicotine based product and claim it is for adults smokers looking for an alternative to traditional cigarettes.

However, unethically they were aware that their largest market was underage smokers, which has resulted in many young teenagers becoming addicted to nicotine.

If it were not for these young trend-seekers getting addicted on their product, the "Juul" (E cigarette) would most likely not be the number one E cigarette on the market!
