The U.S. government collects hate crime data each year, and classifies such criminal offenses according to motivation (race, religion, sexual orientation, etc.) and also according to race of the offender. Of the 3,712 offenses committed by whites, 679 were about the victim's sexual orientation; of the 1,082 offenses committed by blacks, 210 were about the victim's sexual orientation. [In both cases, most of the incidents were anti-male homosexual.] Clearly, the count of offenses that were about sexual orientation was higher for whites than for blacks. Find the proportions of hate crimes motivated by the victim's sexual orientation for white and for black offenders and tell which is higher.
