Because there is no suitable vendor package available, you are considering the custom development (in-source) of a business application that would be used effectively by all of the multinational divisions and HQ. The divisions are located in Europe, Asia and Americas, and their business models are homogeneous. The I.T. development resources are located at HQ and within each division.
