Budgeting Executive Summary and Presentation The chief financial officer (CFO) of a criminal justice or security agency is responsible for overseeing financial management, including disbursements, accountability, operational planning, budgeting, and analysis. Understanding concepts related to management accounting and the budgeting process is essential for effective agency financial oversight.
Imagine you are a criminal justice or security professional responsible for financial management at an agency. You have been tasked with presenting the agency's budget to the board for approval. Before doing so, you must present an executive summary to the agency head to ensure your recommendations align with overall agency goals. The agency head will use your summary to address questions that come up during the board presentation.
Using all the information you have collected over the past 5 weeks, your executive summary and presentation will assess operational planning and budgeting concepts.

Use the agency you selected in your Week 1 assignment to complete both parts of this assessment. Use information from previous weeks to complete Part 2 of this assessment.

Part 1: Executive Summary
Write a 525- to 700-word executive summary for your agency head in which you assess operational planning and budgeting concepts. In your executive summary:
Justify your budget recommendations.
Analyze how a performance-based budgeting approach supports your proposal.
Explain how the capital plan integrates with available funding and supports long-term capital and equity markets considerations.
Identify at least 2 performance outcomes tied to the capital plan.
Explain how a potential grant opportunity could improve the agency's capital structure or operations by using available types of grants and funding opportunities.
Identify the budgeting concepts used, and assess their effectiveness in the overall budget process. Concepts related to budget and budget controls may also support your analysis.
Part 2: Board Presentation
Create a 10- to 12-slide presentation you would use as a visual aid during your budget presentation to the board. The presentation should incorporate components from your executive summary and previous assignments in a clear and engaging manner.
In your presentation:
Week 2: Identify any recommendations, or document that the processes used are industry standard.
Week 3: Present the proposed budget for the next fiscal year, explaining line items and justifying any increases or decreases in the total budget.
Week 4: Summarize your grant recommendation.
Week 5: Explain the capital plan.
Summarize your overall assessment of the budget, and reference the concepts implemented.
Include a title slide and a reference slide. Note: These slides do not contribute to the overall slide count.
Cite at least 2 peer-reviewed, scholarly, or similar sources to support your executive summary and presentation. Format all citations and references according to APA guidelines.
