When evaluating health policy, a systematic approach is desirable because of the complexity inherent in most policy design, including multiple goals and outcomes. Higbea and Cline (2021) lay out 5 criteria for evaluating a health policy: effectiveness, efficiency and adequacy, equity, responsiveness, and appropriateness.
