You are supporting a proposal decision as the manager of the systems and software engineering organization. A monthly budget of estimated labor costs is needed to evaluate the lifecycle funding profile for a technical option. The current size estimate is for 300 Equivalent Nominal Requirements to be developed by the systems engineers and 70 Equivalent KSLOC by the software engineers. The average systems engineering labor rate is $12,000 per person-month and software engineer's wage is $10,000 per person-month.

For your processes the systems engineering staffing profile must be modified from the default COSYSMO output. It will be lengthened in time but consume the same effort. It will be flat but software engineering will staff per the COCOMO phase distributions (but Inception is excluded). The systems engineers will start 6 months before the software engineers developing the software requirements, hence the Inception phase is not contained in the software estimate but Transition is. The systems engineers will finish concurrently supporting the software transition and complete at the same time.

Your final output should provide the costs for every month of the project with separate items for the systems engineers; and separate software engineering phases. Costs for labor each month should be totaled and a grand total provided. The results can provided as graphs and/or tables.

For simplicity you can round off the COCOMOSuite tool schedule phase outputs to the nearest whole month (e.g. 5.3 months can be rounded to 5). For this size of project and early estimate the cumulative rounding differences are negligible enough.
