A courier company Fast Movers currently employs 30 full-time drivers who drive vehicles owned by Fast Movers. The company also uses 50 drivers who own their own vehicles and drive for the company part-time. The part-time drivers also work for other businesses. An international union started an organizing campaign at "Fast Movers" and is seeking to organize all the employees at the company. The owner for "Fast Movers" is not convinced that all of the drivers can be unionized. What if anything can the owner do to determine if he is right or not? Are all of the drivers eligible to join the union? Why?
