"The British made promises to Chaim Weizmann, leader of the British Zionists, that a Jewish homeland in Palestine could be carved out of the Ottoman Empire and placed under British Protection. In November 1917, as British armies were advancing on Jerusalem (that was then part of the Ottoman Empire), Foreign Secretary Sir Arthur Balfour wrote: "His Majesty's Government view with favor the establishment in Palestine of a national home for the Jewish people and will use their best endeavours to facilitate the achievement of that object, it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine."
