Two legal doctrines used to control contamination from toxic substances are negligence and strict liability. Imagine a situation in which a toxic substance risk can be reduced only by some combination of precautionary measures taken by both the user of the toxic substance and the potential victim. Assuming that these two doctrines are employed so as to produce an efficient level of precaution by the user, do they both provide efficient precautionary incentives for the victim? Why or why not?
