Discusses the Uniform Crime Report (UCR), National Crime Victimization Survey (NCVS), and self-report studies each providing different ways to measure crime-by tracking police-reported crimes, surveying victims, and asking offenders about their own criminal activity. However, there remains a "dark figure of crime," which represents unreported crimes. Classical and neoclassical theories suggest that crime is a rational choice made by individuals, and can be deterred if the consequences of punishment outweigh the benefits of the crime.

Victims fail to report crimes for numerous reasons, including fear of retaliation, shame/embarrassment, self-blame, concerns about privacy, and many more. There are many crimes that are committed daily that go unreported, unseen, and unheard. This refers to the dark figure of crime, the amount of unreported or undiscovered crime (Regoli, Hewitt, and Kosloski 2018). Victims report their crimes for a variety of reasons which can be seeking justice victims wanting the offender to be held accountable. Protection and prevention, victims can report crimes to protect themselves or others from further harm. By reporting, they hope to prevent the offender from committing similar acts against them or others in the future. Access to resources, and reporting a crime can provide victims with access to support services like counseling, legal assistance, or medical care, especially in cases of violence or abuse. Lastly, public safety concerns, in some cases victims report crimes to spread the word to the community and alert others to safety. There are numerous reasons why victims may or may not report crimes to authorities or even friends and family.

There can be several reasons why police may not record some of the crimes reported to them. "Sometimes police decide they will not complete a report or they may lose a report" (Regoli, Hewitt, and Kosloski:22). Insufficient evidence, if the police believe there is not enough evidence to pursue an investigation or if the claim seems unsubstantiated, they may choose not to record it as an official crime. Perception of seriousness, police may not record a crime if they perceive it as minor or less serious, and if they believe resources are better allocated to more serious offenses.

Lastly, pressure to meet targets. In some jurisdictions, there may be pressure on police departments to show lower crime rates leading to the under-recording of crimes to meet performance targets or political expectations.. "Years ago in Atlanta, it was found that crimes reported to police were not recorded for a couple of years. The reason? To help the city secure the 1996 Olympics and boost tourism. More than 22,000 police reports were never submitted to the FBI." (Regoli, Hewitt, and Kosloski 2018:22). These practices can lead to underreporting and distort the true picture of crime rates in a community.

Improving the frequency by which victims report crime requires addressing barriers and creating an environment where victims feel safe, supported, and confident that their reports will be taken seriously. Offering anonymous reporting options, such as hotlines or third-party channels, can encourage victims to come forward, especially in sensitive cases. Public awareness campaigns and education on legal rights empower victims and highlight the importance of reporting. Simplifying the reporting process through online systems and reducing bureaucracy can make it more accessible. Additionally, providing victim support services, including trauma-informed care, and addressing cultural and social barriers are key. Legal protections against retaliation and ensuring confidentiality further encourage reporting, while partnerships with community organizations and advocacy groups help reach vulnerable populations and foster an environment that promotes crime reporting.
