China has two kinds of justice systems that are designed to complement one another. One is the formal system that the government established. The other system is informal in that it is essentially part of the country's cultural tradition, and its roots can be traced back to ancient times. Although the government did not create the informal system, it influences and controls how it operates today. The informal system is reflected in communities taking an active role in assuring that social order is maintained locally and in citizens resolving disputes through mediation rather than relying on courts.
