This applies to the purchasing function because without the proper documents - no exchanges can be made from either party. So it is crucial to have complete documentation.

Two functions of the BIS are 1) regulating the export of sensitive goods and technologies 2) assisting other countries on export control and strategic trade issues. Both of these are a part of the bigger picture of the BIS's duties as coordinating the federal governments outreach into the private sector in order to protect infrastructure and enforce cyber security.
