Case:

You go to a local supermarket to do your weekly shopping. as you walk around the aisles you notice that a young, scruffily dressed woman with a double buggy is putting baby food into her bag instead of her shopping basket. The young woman already has two items in her basket including a small loaf of bread and half a pint of milk. In the double buggy there is a baby on one side and a toddler on the other and they are both fast asleep. Do you call security after witnessing the apparent theft or do you speak to the young woman directly?
