Question: The BLS reports several different measures of unemployment rates. For example, the official unemployment rate (and thus the most reported) is called the U-3 measurement. For April 2017 the U-3 unemployment rate was 4.4%. However, the BLS also reports the U-6 measurement. For April 2017, the U-6 unemployment rate was 9.2%, much larger than the U-3 rate. Considering the categories of unemployed, employed, and not in the labor force, which of the answer choices best explains the different values of the unemployment rates of U-3 and U-6?
