This will be a group discussion concerning the low level of union membership in the United States, and why union membership has fallen to current levels. Workers unions were created in the early 20th century in the United States in response to management abuses, low pay, and substandard working conditions. The unions strengthened and won important concessions from management. In the 1930s union power caused Congress to pass a series of laws designed to prevent unions from blocking the efforts of companies to remain competitive. This created an equilibrium that still lasts to a great degree. However, beginning in the 1940s the percentage of American workers in unions started a decline that continues to this day.

Also, the discussion should discuss the differences between labor unions based in companies, and public sector unions based in local, city, state and federal government areas. Is there a basic difference here and should they be treated differently.
