Discussion - Formative and Summative Teacher Evaluation
Dr. Popham has done a lot of research and written several books on the topic of assessment. In this article, he talks about formative and summative evaluation of teachers.
While he mentions there is plenty of good that can come from these, they can also do plenty of harm if they are not used appropriately.
He believes both formative and summative teacher evaluation can make significant contributions to instruction, and should be implemented widely -- but separately.
