Question: Two groups of structural engineers were invited to rate the condition of several single family unreinforced masonry houses following a moderate earthquake in a seismic area. One group (Group 1) consisted of n1 =16 surveys; the other group (Group II) consisted of n2 =13 surveys. The engineers rated the house on a scale of 1-5. Theses scales are interpreted as follows: 1= Severe damage to the house; house needs to be demolished 2= Major damage including large cracks, some foundation displacements; major repair is needed 3= Moderate damage including some cracks; moderate levels of repair will be needed 4= Minor damage to masonry and plaster; some repair will be needed 5= No damage occurred to the house Upon the completion of the survey, the scales for each group were analyzed. The mean (m) and standard deviation (s) for each group were then computed as given: Group I n1= 16 m1= 3.6 s1= 0.70 Group II n2= 13 m2= 4.0 s2= 0.95 a. Determine whether the variances from the two groups are identical at α = 0.05.
