Carol holds a piece of unimproved real property that has appreciated in value. The property is ideal for residential use. She would like to sell the property, but in order to maximize her profits, the property must be subdivided and improved to include streets, sewage and utilities. In addition, Carol stands to make more money if she sells individual plats to different developers. How, if at all, can Carol maximize her profits and still get capital treatment, at least with respect to the "pre-change" appreciation?
