A 3-mi section of a two-lane, two-way highway located in a mountainous terrain is to be designed to carry a peak hour volume of 750 vehicles. Using the operational level of analysis, determine the level of service at which the highway will operate for the following traffic and geometric conditions:

Lane width = 12 ft

Shoulder width = 6 ft

No-passing zones = 10 %

Directional split = 60/40

% RV = 0

% Buses = 8

% Trucks = 8

PHF = 0.95
