A community has a current population of 15,000. 10 years ago, the population was 12,500 and the community has a declining growth rate with a saturation population of 22,000. The total water consumption for the community at present is 2.25 million gallons per day. The treatment plant has a capacity of 0.3 million gallons per day. Determine how many years from now the consumption will reach 85% of its design capacity if current water usage rates remain steady.
